Course Information
Description
This course examines characteristics relating to hazardous materials including problems of recognition and mitigation. Prepares students to Hazardous Materials Technician Level for certification.

Course Competencies
  1. Recognize the presence of hazardous materials/Weapons of Mass Destruction (WMD)
    Assessment Strategies
    Oral, Written, Graphic and/or Skill Assessment
    Criteria
    define the terms hazardous material and WMD
    identify hazard classes, divisions, and primary hazards associated with each
    differentiate between hazardous materials/WMD incidents and other emergencies
    recognize typical occupancies and locations where hazardous materials/WMD are found
    identify container shapes, markings, colors, placards and labels indicating hazardous materials/WMD

  2. Analyze hazardous materials/WMD using available resources
    Assessment Strategies
    Oral, Written, Graphic and/or Skill Assessment
    Criteria
    identify information sources for determining names of hazardous materials/WMD in facilities and transportation
    utilize Emergency Response Guidebook (ERG), Safety Data Sheet (SDS), shipping papers and other documents to identify hazardous materials/WMD
    interpret United Nations/North America (UN/NA) identification numbers, markings, labels, placards and container shapes
    explain the basic components and use of SDS
    recognize other sensory clues indicating the presence of hazardous materials/WMD

  3. Interpret hazard information from the ERG and other references
    Assessment Strategies

    Criteria
    synthesize various types of hazard information sources and references
    determine the appropriate ERG guide based on name, UN/NA number, markings, labels, placards
    identify the primary hazards of a material using the ERG guide page
    utilize SDS, shipping papers, and other manufacturer/shipper/carrier documents for hazard information
    integrate hazard information from various sources to assess risks

  4. Implement protective actions at hazardous materials/WMD incidents
    Assessment Strategies
    Oral, Written, Graphic and/or Skill Assessment
    Criteria
    identify location of emergency response plans and procedures
    describe the role and basic precautions for Awareness Level personnel at incidents
    utilize types of hazard information sources and references to determine emergency actions, recommended Personal Protective Equipment (PPE) and evacuation distances
    compare small versus large spills using the Table of Initial Isolation and Protective Action Distances
    implement methods to isolate the hazard area and deny entry to unauthorized personnel

  5. Initiate required notifications at hazardous materials/WMD incidents
    Assessment Strategies

    Criteria
    recognize circumstances requiring additional notifications per Authority Having Jurisdiction (AHJ) policies and procedures
    identify the information to be communicated during notifications
    demonstrate use of communications equipment
    communicate appropriate information to emergency response personnel and to the public
    document the notification process per policies and procedures
